CHIEF EXECUTIVE OFFICER | REF: VAC – 001/2018-19
The Chris Hani Development Agency (CHDA) is a State Owned Company (SOC) with registration no 2012/033437/30 wholly owned by the Chris
Hani District Municipality (CHDM). The CHDA’s mandate is the facilitation of economic development in the district through investment facilitation
of high impact projects in partnership with communities. Investment facilitation is targeting the 3 main corridors of the District Municipality. The
Board of Directors of Chris Hani Development Agency seek to engage the service of an organised, dynamic, investment and achievement orientated
individual as a Chief Executive Officer to lead and manage the operations of the Agency.
Salary Negotiable based on expertise
Contractual condition 5 year fixed – term performance based contract
Job purpose To provide strategic leadership as accounting officer of the Chris Hani Development Agency
ESSENTIAL REQUIREMENT:
• A post-graduate degree preferably in Economics/Management/Development Studies or Agriculture or any other relevant or related studies.
• Minimum of 7-10 years executive/senior management experience
• Experience as an accounting officer would be an added advantage
• Knowledge of MFMA and related Treasury Regulations, MSA, Companies Act, Supply Chain Regulations and Corporate Governance
• Municipal Finance and Supply Chain Management certificate as an added advantage
• Working knowledge of economic and rural development/financial structuring/trade and investment facilitation
• Experience in facilitation of Public Private Partnerships (PPPs)
• Strong knowledge of funding and sourcing funds for developmental projects
• A valid code B driver’s licence
KEY COMPETENCIES
Key competences include among others, strategic leadership, financial management, change management, understanding of corporate governance, stakeholder
management, excellent communication skills, and resource mobilization and excellent knowledge of public administration and legislative prescripts.
KEY DUTIES AND RESPONSIBILITIES
• To provide strategic leadership to and take overall management
responsibility for the day to day operations of the Municipal Entity
• To implement the business plan of the agency and manage its spatial,
economic and environmental dimensions, its directs organisation and
stakeholder change related to the agency’s mission
• To generate viable economic development projects, prepare project
budgets and bankable business plans and secure funding
• Develop initiative measures to ensure sustainability of the Entity through
own revenue generation
• Identify high impact programmes/projects in the district and identify key
strategic partners for implementation of such programmes/projects.
• Develop beneficiation models in all programmes/projects with private
investors and communities.
• Provide guidance and leadership towards the realisation of the strategic
goals and objectives of the agency through the implementation of the
agency’s business model
• Reviews/develops a strategic plan to advance the agency’s mission to
promote growth
• Supervises/supports company management and staff in the day to day
operations of the organisation in order to ensure efficiency and cost
effective management of resources
• Develops fund raising strategies and supports the board in fund raising
activities
• To foster effective and beneficial networks and linkages with National,
Provincial and regional stakeholders, investors and entrepreneurs
through effective communication and stakeholder engagement
• Actively promotes the agency, its beliefs, brand, programs and
interventions
• Ensure constant flow of information to the board and the Municipal
Council about the activities of the company
• Implement the approved programmes and monitor performance
