NOTICE

CHDA, registered as the Chris Hani Development Agency, is a state – owned company (SOC) and is wholly owned by the Chris Hani District Municipality.  CHDA requires services of suitable service providers in order to pursue the implementation of its mandate of the provision of project management services to regional agricultural and agro-processing development projects, skills development, capacity building and mentoring services for co-operatives and SMME’s towards commercialisation of regional agricultural and agro-processing development projects according to the following details:

                                                                                                                                                           

PROVISION OF THE COMPANY SECRETARIAT SERVICES

 REF. NO: CHDA/BID/001/2016-17

 

CHDA seeks to appoint a suitably qualified and experienced external business entity to provide on-going company secretarial services as per Section 88 of the Companies Act and the King III Report on Corporate Governance for a period of 36 months. The company secretary will report to the CHDA Board of Directors and related Sub-Committees of the Board of Directors.

The detailed terms of reference and selection criteria are indicated in the bid document. No Briefing Session will be held.

A Functionality pre-qualification will be assessed on the responsive bids.

Only bids which earn a minimum of 70 % functionality pre-qualification score will qualify for the 90/10 Preferential Points System evaluation.

                                                                                                                                                           

PANEL OF TRAVEL CONSULTANTS

REF. NO: CHDA/EOI/004/2016-17

 

CHDA seeks to appoint a maximum of five (5) suitably qualified and experienced service providers to provide travel management and related services for a period of 36 months. The service providers will also provide after – hours travel and related services support, as and when required. Services will include both domestic and international travel management services such as air travel arrangements, accommodation, car hire, visas, foreign currency, etc. Service providers will also be required to assist CHDA in sourcing conferencing venues and conferencing solutions as and when required. Standardized services prices rates will be negotiated with the selected Panel members.

PANEL OF BRANDING, PUBLIC RELATIONS AND COMMUNICATIONS SERVICES

CHDA manages a variety of developmental programmes, projects and partnerships. The Agency therefore, seeks to appoint a maximum of five (5) suitably qualified and experienced service providers to provide Public Relations (PR), marketing and communications services to the agency for a period of 36 months. The services will include concept and strategy development, media/press management, promotional material development, corporate documents, electronic media development and publication. Standardized services prices rates will be negotiated with the selected Panel members.

The detailed terms of reference and selection criteria are indicated in the bid document. No Briefing Session will be held.

A Functionality pre-qualification will be assessed on the responsive bids.

Only bids which earn a minimum of 70 % functionality pre-qualification score will qualify for the 90/10 Preferential Points System evaluation.

 

PANEL OF CATERING SERVICE PROVIDERS

REF. NO: CHDA/EOI//007/2016-17

 

CHDA manages a variety of developmental programmes, projects and partnerships which include, but not limited to career Expo’s, stakeholders engagements for and industrialization promotion events. The Agency therefore, seeks to appoint a panel of suitable catering service providers for a period of 12 months. Catering service providers will be allocated to render services within their Local Municipalities arears. Standardized services prices rates will be negotiated with the selected Panel members.

The detailed terms of reference and selection criteria are indicated in the bid document. No Briefing Session will be held.

A Functionality pre-qualification will be assessed on the responsive bids.

Only bids which earn a minimum of 50 % functionality pre-qualification score will qualify for the 80/20 Preferential Points System evaluation.

In addition to the above, the following minimum requirements must be noted:

  • Applications must be submitted with proof indicating that the Bidder’s tax matters are in good standing, e.g. a valid SARS tax clearance certificate
  • Applications must be submitted with a current BBBEE certificate, issued by a certified verification agency or a Sworn Affidavit as failure to do so will result in nil points being scored for BBBEE contribution level.
  • Applications must be submitted with a letter of good standing or latest statement of account for rates/ taxes and services issued by the relevant municipality
  • All forms in the Bids/EOI documents must be completed in full, as failure to do so may render the submission invalid, or result in disqualification
  • All applications and offered services rates are to hold good for a period of 90 days
  • All applicants to note that a pre-qualification (functionality assessment) process will be undertaken, prior to preferential points system evaluation as part of the selection criteria. All applicants to meet a minimum threshold score of functionality points in order to qualify for the preferential points’ system evaluation. 
  • Applicants to note that Bids/EOI documents which are late, incomplete, unsigned or submitted by fax or electronically, will not be accepted.

 

Completed Bids/EOI documents must be delivered in a sealed envelope, marked with the EOI reference number and description, to the Tender Box in CHDA situated at 64 Prince Alfred Street, Queenstown, 5300, not later than Wednesday, 26 April 2017, 11:00.
