Quotations are hereby requested for the PROVISION OF PHYSICAL GUARDING SECURITY SERVICES TO QAMATA MECHANISATION CENTRE OFFICES FOR FIVE MONTHS, according to the following specification / terms of references:

  • From 1st August 2025 up to 31st December 2025.
  • One (1) X Grade C Armed Male Security Officer for the Night Shift.
  • Services will be rendered for Night Shifts from Mondays to Sundays ONLY.
  • Time for night shift will be from 6:00 PM to 6:00 AM (Mondays to Sundays).
  • The security services will be rendered for the Qamata Mechanisation Centre Offices’ Site at Qamata Administration in Cofimvaba.
  • The Security Officers will be fully responsible for access control into and out of the Security Site premises.
  • The Security Officers will be fully responsible for the safety of personnel and of the assets / property of the Qamata Mechanisation Centre Offices.
  • The contracted service provider will be responsible for their officers’ backup services.
  • Deployed Security Officers must have clearly identifiable uniform and a properly functioning communication gadget.
  • Security incidents reports must be submitted to CHDA within a period of 12 hours and the consolidated Security Services Report with necessary findings and recommendations must be submitted with the Invoice after the one-month contract period.
  • Crime incidents must be reported to SAPS by the services provider in consultation with CHDA within a period of 24 hours.

When negligence of Security Officers has been identified, the contracted services provider will be accountable for related losses and damages to the CHDA and its personnel property.

COMPULSORY SUBMISSION DOCUMENTS, EVEN IF THEY WERE SUBMITTED BEFORE

  • Submit a copy of the National Treasury Central Supplier Database (CSD) registration summary report.
  • Service providers must complete & submit the MBD 4 to declare the interest of the Directors of the Company.
  • Submit a valid copy of a SARS Tax Pin document.
  • If a supplier is not a VAT vendor, VAT must not be included, otherwise all the prices must include VAT.
  • Service provider must provide 2 proof documents of rendering similar services for reference purposes (e.g. copies of Purchase Orders, appointment letters or signed contracts of completed services).

Main requirements will be the following:

  • The Security Systems and Services Providers must be registered with PSIRA and must submit the copy of their valid registration documents.
  • The copy(ies) of valid firearm(s) registration document(s) must be submitted before any quotation can be considered.
  • The copy(ies) of valid security backup vehicle(s) registration document(s) must be submitted before any quotation can be considered.

Selection / evaluation Criteria:

  • Proposals and quotations will be accepted only if they respond to all the requirements of the stated terms of reference/ specifications.
  • The 80/20 preferential procurement system criteria will be applied for evaluation purposes where 80 points is an allocation for Price points and the 20 points is the allocation for the Specific Goals points according to the CHDA SCM Policy.

EVALUATION CRITERIA (Only applicable to quotations/ tenders that are above the value of R2 000.00)

  • The 80/20 preference points system Evaluation Criteria will be applied.
  • 80 points will be allocated for Price and the following formula will be applied for calculating Price points for each tender:

Ps = 80 [1 – (Pt – Pmin)]

Ps          = Points scored   for price of tender under consideration

Pt           = Price of tender under consideration; and

Pmin     = Price of lowest acceptable tender.

  • 20 points will be allocated for Specific Goals as follows:

Black ownership (Max. 10 points)

  • 10 points will be allocated only to a 100% black owned company [Verification document(s) = Copy of CSD registration and certified ID copy(ies) of entity’s director(s) not older than 3 months]

Locality (Max. 5 points)

  • 5 points will be allocated only to service providers that are located within the Chris Hani District (CHD) jurisdiction [Verification document(s) = Valid proof of address, e.g. municipal services rates account statement, Official Proof of Address document from a Ward Councillor or property lease agreements]

Youth ownership (Max. 2.5 points)

  • 5 points will be allocated only to service providers that have 100% youth ownership [Verification document(s) = Copy of CSD registration and certified ID copy(ies) of entity’s director(s)]

People living with Disability (Max. 2.5 points)

  • 5 points will be allocated only to service providers that are 100% owned by people living with disabilities [Verification document(s) = Disability certification document(s) from a medical practitioner]
  • The points scored for price must be added to the points scored for the specific goals and the total must be rounded off to the nearest two decimal places.
