EXPRESSION OF INTEREST FOR THE APPOINTMENT OF AN ENVIRONMENTAL CONSULTANT

FOR CONDUCTING OF ENVIRONMENTAL IMPACT ASSESSMENT (EIA) FOR THE EXPANSION OF THE KOMANI INDUSTRIAL PARK  IN THE CHRIS HANI DISTRICT, ENOCH MGIJIMA LOCAL MUNICIPALITY, QUEENSTOWN

CHDA, registered as the Chris Hani Development Agency, is a state – owned company (SOC) and is wholly owned by the Chris Hani District Municipality.  The CHDA would like to invite EoIs for the appointment of a qualified and experienced technical consultant to provide Environmental Impact Assessment (EIA) and Environmental Impact Report (EIR) development and submission services to the agency, for a limited period, on the planned expansion of the Komani Industrial Park in the Enoch Mgijimia Local Municipaity of the Chris Hani District.

 

Issue of EOI Documents:  Documents will be available as from Friday 4 December 2020 and can be collected between 09:00am – 4:00pm from CHDA offices, Receptionist – Ms. Nombulelo Nyokana (Email: nombulelo@chda.org.za), or Ms. Ziyanda Msindwana (E-mail: ziyanda@chda.org.za), 15 Warner Street Southbourne in Queenstown at a non- refundable cost of R 300.00 per document upon submission of a proof of deposit to the following bank account:

Bidders shall take note of the following conditions:

  • A Functionality pre-qualification will be assessed on the responsive EOI’s. Only EOI’s which earn a minimum of 80% functionality pre-qualification score will qualify for the 80/20 Preferential Points System evaluation.
  • For bids to be responsive, the following must be submitted by all bidders:

- Invitation to EOI (MBD1).

- Tax Clearance Certificate or reference PIN

- Declaration of Interest form (MBD4).

- Declaration of Bidder’s Past Supply Chain Management Practices (MBD8).

- Certificate of Independent Bid Determination (MBD9).

- All bidders must be registered with the Central Supplier Database (CSD).

- All EOIs must be submitted with a letter of good standing or latest statement of account for rates/ taxes and services issued by the relevant municipality

- All bidders must be registered with the Central Supplier Database (CSD).

  • Bidders who wish to claim for preferential points in terms o the Preferential Procurement Regulations, 2017, must also submit a completed form MBD 6.1 as well as an original or certified copy of the proof of B-BBEE status level of contribution (Certificate or Affidavit), as failure to do so will result in nil points being scored for BBBEE contribution level
  • All EoIs and offered prices are to hold good for a period of 90 days
  • It should be noted that, in respect of this EOI, the 80/20 points system will be applied, 80 being for price and 20 for the BBBEE status level. Bidders to note that no pricing will be required on submission of EOI, and only selected technical consultants will be engaged for pricing negotiations and SLA.
  • Technical consultants are required to sign a EOI submission register by the reception area when submitting their proposals/quotations.
  • Technical consultants to note that EOIs documents which are late, incomplete, unsigned or submitted by fax or electronically, will not be accepted..

 

Completed EoIs documents must be delivered in a sealed envelope, marked with the EOI reference number and description, to the EOI Box in CHDA situated at 15 Warner Street, Southbourne, Queenstown, 5320, not later than Monday, 21 December 2020 11:00.

 

 PLEASE NOTE:

 

  • The Bids / EOI documents will be opened in public through live streaming on the CHDA Face Book page & MS Teams immediately from 11:00 am on Monday, 21 December 2020 to adhere to / comply with Regulation 3 (Prevention and Prohibition of Gatherings) of the Regulations issued in terms of Section 27 (2) of the Disaster Management Act of 2002, Gazetted on 18 March 2020;
  • No bidders should physically attend a public opening gathering;
  • Bidders must view the bid public opening on the CHDA Face Book page & MS Teams
