The Chris Hani Development Agency (CHDA) is a state owned company (SOC) wholly owned by the Chris Hani District Municipality.  The mandate of the CHDA is to focus on stimulating economic growth through investment facilitation and partnerships development toward creation of viable communities. Added to this, the CHDA will need to focus on the adopted Chris Hani Regional Economic Development Strategy (CHREDS) grounded by the concept of multi - sectoral corridor development, supported by value chain development and expansion programmes. The Agency also intends to focus on unlocking the district’s economic potential through partnerships and investments within the three identified corridors (Sisulu, Ndondo and Calata development corridors).

APPOINTMENT OF A COMPANY SECRETARY FOR THE CHRIS HANI DEVELOPMENT AGENCY FOR A PERIOD OF UP TO 36 MONTHS

The new Companies Act requires that all public and state – owned entities have a company secretary. The purpose of this Bid is to appoint a suitably qualified and experienced external firm or individual to provide on-going company secretarial services to CHDA per section 88 of the Companies Act, and the King IV Report on Corporate Governance.  The company secretary will report to the Board of Directors and related Sub-Committees of the Board.

It is expected that the appointment will be for a period of 36 months but this shall be reviewed every year and renewed based on performance.

 A Functionality pre-qualification will be assessed on the responsive BIDs. Only Bidders which earn a minimum of 70 % functionality pre-qualification score will qualify for the 80/20 Preferential Points System evaluation.

In addition to the above, the following minimum requirements must be noted:

 

  • There will not be a briefing for this BID
  • Applications must be submitted with proof indicating that the Bidders tax matters are in good standing, e.g. a valid SARS tax clearance certificate
  • Bidders will be evaluated using the 80/20 method. Applications must be submitted with a current BBBEE certificate, issued by a certified verification agency or a Sworn Affidavit as failure to do so will result in nil points being scored for BBBEE contribution level.
  • Applications must be submitted with a letter of good standing or latest statement of account for rates/ taxes and services issued by the relevant municipality
  • All forms in the BIDs documents must be completed in full, as failure to do so may render the submission invalid, or result in disqualification
  • All applications and offered prices are to hold good for a period of 120 days
  • All applicants to note that a pre-qualification (functionality assessment) process will be undertaken, prior to preferential points’ system evaluation as part of the selection criteria. All applicants to meet a minimum threshold score of 70% functionality points in order to qualify for the preferential points’ system evaluation. 
  • Applicants to note that Bid documents which are late, incomplete, unsigned or submitted by fax or electronically, will not be accepted.

 

 

Completed bids documents must be delivered in a sealed envelope, marked with the bid reference number and description, to the Tender Box in CHDA situated at 15 Warner Street, Southbourne, Queenstown, 5320, not later than Wednesday, 6th January 2021, 12:00.

 

PLEASE NOTE:

  • The Bids / BID documents will be opened in public through live streaming on the CHDA Face Book page & MS Teams immediately from 12:00 am on Wednesday, 6th January 2020 to adhere / comply with Regulation 3 (Prevention and prohibition of gatherings) of the Regulations issued in terms of Section 27 (2) of the Disaster Management Act of 2002, Gazetted on 18 March 2020;
  • No bidders should physically attend a public opening gathering;
