REQUEST FOR QUOTATION

Quotations are hereby requested for the PROVISION OF SECURITY ALARM, CCTV CAMERAS AND BIOMETRICTS SYSTEMS MONITORING, MAINTENANCE AND ARMED BACK UP RESPONSE SERVICES according to the following terms of reference/specification:

  • Proposals with rates based quotations are requested/ invited from suitably accredited Security services providers for a period of 36 months;
  • The Security Systems monitoring, maintenance and Armed Response Services are required for the Chris Hani Development Agency property that is situated at number 15 Warner Street in Komani to meet the following objectives –
  • 24 hours and 7 days of every week monitoring of the already existing Security Alarm System;
  • Technical maintenance of the already existing Security Alarm, CCTV Cameras and Biometrics System;
  • Provision of Armed Back up Security services in relation to the Security Alarm System monitoring.
  • The proposal must indicate the following –
  • The location of the service provider’s security services Control Room within Komani or its surroundings with the indication of how the its facilities will be linked to the already existing CHDA security systems (an In-loco Inspection will be conducted for the assessment of the Security services Control Room facilities of the responsive RFP submissions.);
  • A very clear Security Systems monitoring and maintenance Plan that must indicate daily, weekly and / or monthly activities with clear time-lines for a period of 36 months;
  • The Technical Expertise of the Service Provider in terms of its Human Resources accredited skills and qualifications;
  • Experience of the Service Provider specifically on all the required services that must not be less than four years;
  • Available logistical resources of the service provider which need to indicate security vehicles, technicians vehicles, licensed fire arms and workshop space for security systems repairs and maintenance (In-loco inspection will also be conducted in the workshop space.);
  • How the service provider can assist towards the development of and / or partner with B-BBEE Level 1 SMME’s and black individuals of the Chris Hani District that are interested to offer Security Systems related Services? (Only applicable to B-BBEE Level 2 or Higher Security Services Providers).

The Selection Criteria terms and conditions:

  1. The service provider that submits the most suitable and professional proposal may be selected for the implementation of the 36 months Rates-based Contract;
  2. The 80/20 Preferential Procurement Points System will be applied for the proposals quotation by using the total of the quoted services rates for calculating price points and the B-BBEE Status Level of Contributor points for allocating the appropriate B-BBEE points;
  3. CHDA reserves the right to contract a service provider that earned or did not earn the highest preferential procurement points pending on the submission of the most suitable Proposal.

Requirements for interested suitable service providers:

  • Interested Security services providers must submit a comprehensive and clear proposal that will also indicate clear monthly and services pricing rates for the provision of Security Alarm system , CCTV Cameras and Biometrics System monitoring, maintenance and Armed Response Services for the CHDA, 15 Warner Street property in Komani;
  • Interested Security services providers must provide proof of registration with PSIRA for a period of more than four years;
  • Proof that a minimum of two Project Team members are qualified Technicians each with a minimum of two years’ experience of maintaining the stated available security systems of the CHDA must be submitted;
  • Proof that a minimum of two employees or Directors have valid Grade A or B PSIRA Certificates each with a minimum of two years’ experience of working with the stated available security systems of the CHDA must be submitted;
  • Proof of a minimum of two vehicles and two fire arms that are owned by the suitable service provider must be submitted;
  • A copy of a currently valid Professional Indemnity Insurance cover for the required services must be submitted;
  • A valid copy of the Letter of Good Standing with the Department of Employment and Labour’s Compensation Fund must be submitted;
  • Proof of a minimum of four Security Systems monitoring, maintenance and armed response contracts that have been successfully completed must be submitted with clear referees’ contact details;
  • The copy of the company’s CIPC / CK registration document must be submitted; and
  • A current copy of a business profile must be submitted.

 

  • A Site visit may be conducted in consultation with the Project Officer Mr B. Ngozi on 045 807 4000 and / or bongolethu@chda.org.za

 The closing date and time for the submission of quotations is Tuesday, 29 September 2020 @ 12h00

Suppliers must take particular note of the following:

  • COMPULSORY SUBMISSION DOCUMENTS, EVEN IF THEY WERE SUBMITTED BEFORE;
  • Submit a copy of the National Treasury Central Supplier Database (CSD) registration summary report
  • Service providers should also complete & submit the MBD 4 form to declare the interest of the Directors of the Company
  • Submit the valid copy of the B-BBEE Certificate or Sworn Affidavit for B-BBEE Status Level of Contribution must be submitted
  • Submit a valid copy of Tax Clearance Certificate / Tax Pin document
  • If a supplier is not a VAT vendor, VAT must not be included, otherwise all the prices must include VAT.

 

Evaluation criteria (Only applicable to quotations equal to/ above R 30 000.00)

  • This is an 80/20 preference points system quotation
  • Price is allocated up to 80 points
  • B-BBEE is allocated up to 20 points
