REQUEST FOR QUOTATION

RFQ013/2019-20

Quotations are hereby requested for the Provisioning of Security Guarding Services at CHDA Offices according to the following terms of reference/specification:

Security Guarding Services are required for the Chris Hani Development Agency office premises which are situated at number 15 Warner Street in Komani as per the following specifications:

  • Services are required from security services business entities which are registered and compliant with the Private Security Industry Regulatory Authority (PSIRA)
  • Security guarding services are required from 24th November 2019 up until 31 May 2020
  • One Grade C or Higher Security Officer is required to work during the night shift from 24th November 2019 up until 31 May 2020
  • One Grade C or Higher Security Officer is required to work during the day shift but only during weekends (Saturday and Sunday), during all Public Holidays, during office shut down periods (which will be communicated when required) and when any other need arises within the period which will start from 24th November 2019 up until 31 May 2020
  • The appointed Security Services business entity will be responsible for safe guarding all the assets and personnel against any theft, damage and any other potential harm by intruders or any other person or by any group of people
  • The deployed security officers will guard against any unauthorised trespassing into the CHDA office building premises
  • The deployed security officers will therefore be responsible for access control into and out of the premises
  • The appointed Security Services business entity will be responsible for ensuring that the Security Officer is on duty during all the contract shifts times
  • The appointed Security Services business entity will ensure that only qualified and competent Security Officers will be deployed for security guarding services
  • The appointed Security Services business entity will provide armed response back up security services, identifiable security officers’ uniform and communication gadgets during the whole contract period
  • The appointed Security Services business entity and the deployed security officers will be responsible for reporting any crime or potential crime activities or incidents to the South African Police Services (SAPS) as well as to the CHDA relevant officials
  • Incidents reports must be submitted within 24 hours of each criminal incident and monthly security services reports will be submitted with invoices monthly for approval by the relevant CHDA official
  • The appointed Security Services business entity may also be requested to render any other AD HOC security related services as and when they may be required.
  • A Rate-based Service Level Agreement will be signed by the affected parties after the contract has been awarded.

        

         REQUIREMENTS FOR BIDDING:

  • Quotations must clearly indicate the daily and the monthly pricing rates for both the day shift and the night shift of the Security Officer services;
  • Quotations must indicate the estimated monthly security service costs for a normal month of all night shifts and day shifts for only Saturdays and Sundays (Public Holidays and additional day shifts will be claimed as per the indicated shift rate only when applicable);
  • Quotations must also indicate the estimated services costs total for a period of six months as per the above stated shifts requirements (only for evaluation purposes);
  • If the Public Holiday shift pricing rates would be different from the normal day shift rate, such rates must be clearly indicated on the quotaions;
  • Proof of the business entity’s registration with PSIRA must be submitted;
  • Proof of a minimum of two Grade C Security Officers’ registration with PSIRA must be submitted;
  • Proof of at least one company’s vehicle registration must be submitted;
  • Proof of at least two company’s fire arms registration must be submitted;
  • The copy of the company’s CIPC / CK registration document must be submitted;
  • The copy of the company’s Central Supplier Database registration must be submitted;
  • The copy of the company’s SARS TAX PIN document must be submitted;
  • The copy of the B-BBEE Certificate or Sworn Affidavit for B-BBEE Level of status of contribution must be submitted; and
  • The business profile with a minimum of three contactable references for similar contracts must be submitted.
  • All the above listed required documents must be submitted in order for any quotation to be considered.

Suppliers must take particular note of the following:

  • COMPULSORY SUBMISSION DOCUMENTS, EVEN IF THEY WERE SUBMITTED BEFORE;

 

  • Submit a copy of the National Treasury Central Supplier Database (CSD) registration summary report
  • Service providers must complete & submit the MBD 4 form to declare the interest of the Directors of the Company
  • Submit the valid copy of the B-BBEE certificate or a Sworn Affidavit
  • Submit a valid copy of a Tax Clearance Certificate / of a SARS Tax Pin document
  • If a supplier is not a VAT vendor, VAT must not be included, otherwise all the prices must include VAT.

Evaluation criteria (Only applicable to quotations equal to/ above R 30 000.00)

  • This is an 80/20 preference points system quotation
  • Price is allocated up to 80 points
  • B-BBEE is allocated up to 20 points
