REQUEST FOR PROPOSALS & QUOTATIONS

REF. DETAILS: RFP/Q 003/2019-20

Proposals and quotations are hereby requested for the Provision of Quantity Surveyor Services for Chris Hani Development Agency Offices Building Maintenance according to the following terms of reference/specification:

The provision of Quantity Surveyor services for CHDA offices building maintenance

  • Project Deliverables –
  1. CHDA Offices Building premises condition assessment
  2. Building premises include the double storey building, car ports, court yards and the boundary walls.
  3. Construction work requirements may include repairs to damp and cracked walls; painting of walls and fittings (e.g. doors, window frames, etc.); painting of car ports steel, fascia boards and roof sheets; painting of boundary walls, gates and steel fittings; fixing of doors handles; cleaning of window panes and cleaning of floors.
  4. Technical Specifications descriptions development (including required material descriptions, paints codes, construction works stages descriptions, etc.)
  5. Quantifying of construction works and of required material for establishing the most efficient costs estimates.
  6. Development of the Bills of Quantities.
  7. Establishment of the proposed construction project implementation plan with timelines estimates.
  8. Development of the Bid Documents.
  9. Construction works monitoring and approval.
  10. Project close out and close out report.

 

  • Certified copies of Quantity Surveyor Qualifications’ certificates must be submitted in order for the Proposal and quotation to be considered.
  • Proof of a minimum of four years of Quantity Surveyor practical work experience must be submitted in order for the Proposal and quotation to be considered (copies of former signed contracts or letters of appointments that indicate dates of contracts with contactable references).
  • The entire CHDA offices building maintenance project must be completed by/ before the 13th of December 2019.
  • Quantity Surveyors must submit clear Project Implementation Plans in order for their Proposals and Quotes to be considered.

Suppliers must take particular note of the following:

  • COMPULSORY SUBMISSION DOCUMENTS, EVEN IF THEY WERE SUBMITTED BEFORE;

 

  • Written Commitment of rendering the required services within 07 days after official appointment must be provided
  • Submit a copy of the National Treasury Central Supplier Database (CSD) registration summary report
  • Service providers should also complete & submit the MBD 4 form to declare the interest of the Directors of the Company
  • Submit the valid B-BBEE certificate or Sworn Affidavit of B-BBEE Contribution Status
  • Submit a valid Tax Clearance Certificate /Tax Pin document

 If a supplier is not a VAT vendor, VAT must not be included, otherwise all the prices must include VAT.

Evaluation criteria (Only applicable to quotations equal to/ above R 30 000.00)

  • This is an 80/20 preference points system quotation
  • Price is allocated up to 80 points
  • B-BBEE is allocated up to 20 points
