PLEASE NOTE:                     The copy of the proof of Bid document payment must also be attached to the submitted Bid document.

 Evaluation criteria will be based on 80/20 preferential point system. Duly completed BID documents sealed in an envelope marked with the name of the project and the BID Number must reach CHDA offices and placed in the Tender Box at 15 Warner Street in Queenstown not later than Friday, 06 September 2019 @ 11h00 am

Contractors shall meet the following conditions before evaluated further

  • Bid submitted late will not be accepted
  • Bid to be valid for a period of ninety days (90) from the bid closing date
  • Failure to complete all supplementary information and return full BID document including priced bills of quantities will result in the BID being deemed null and void (eliminated)
  • Preferential Procurement Policy Framework Act (PPPFA) principles will apply.
  • A originally certified copy of or an original valid B-BBEE status level contributor certificate issued by a Registered Auditor or a Verification Agency accredited by SANAS or Sworn Affidavit of B-BBEE status (Failure to submit will render prospective bidder scoring nil points for B-BBEE status level contribution)
  • Contractors are required to be registered for TAX and must submit a copy of a valid Tax Clearance Certificate and Pin for online verification with their BIDs, in order to be considered.
  • Contractors are required to submit an originally certified CIPC certificate or other authentic proof of company ownership document and originally certified ID copies with their BIDs, in order to be considered.
  • Proof of registration with National Treasury Central Supplier Database (CSD)
  • Contractors are to submit a valid proof of their CIDB grade.
  • Contractors are required to submit a valid letter of good standing (COIDA) with their BIDs, in order to be considered( Failure by prospective bidder to submit a valid letter of good standing will result in elimination of the tenderer)
  • Form of Offer to be completed and signed by responsible person
  • The following attached MBD forms to be fully completed and submitted:
  • MBD 4 – Declaration of Interest
  • MBD 6.1 – Preference Points Claim Form
  • MBD 8 – Declaration of Bidder’s Past Supply Chain Management Practices
  • MBD 9 – Certificate of Independent Bid Determination
  • Chris Hani Development Agency Supply Chain Management policy will apply
  • Bidders are to obtain a minimum of 70% on functionality criteria points in order to be considered for the 80/20 preferential points system evaluation
  • Copies of certified copies will not be accepted where valid originally certified copies are required.
  • No late, emailed or faxed BIDs will be accepted.

 The CHDA reserves the right not to appoint the lowest or any bid.

 Contractors who do not get a positive response from CHDA within a period of 90 days from the closing date should understand that their BIDs have not been successful.
